CashCall is not a tribal lender — it's the non-tribal California company the CFPB identified as the 'true lender' behind Western Sky's loans. Its tribal-loan program is defunct after a long enforcement case.
What CashCall is
CashCall, Inc. is a non-tribal California lender founded by J. Paul Reddam. Through its affiliates WS Funding and Delbert Services, it funded, serviced, and collected the loans marketed under the Western Sky Financial brand. We include it here only to clear up a common confusion: CashCall itself is not a tribal lender, and the 'tribal' Western Sky loans were really CashCall's.
The CFPB case
The CFPB sued CashCall in December 2013. In August 2016 a federal court found CashCall — not Western Sky — was the 'true lender,' so tribal status didn't shield the loans, which were void or uncollectible under roughly 16 states' usury and licensing laws; collecting on them violated federal law. In February 2023 the court ordered a $33.3 million penalty and $134.1 million in restitution, and in March 2026 the Supreme Court declined to hear the case, making the judgment final.
